Would be so good if we can please look at the way the license types are enabled in Discover. This is an important feature when we have situations like the Kindergartens changing ELC licenses to Kindergarten licenses. They tend not to make them relicense (with new MoE License/Service Numbers) which means they expect continued funding rules behaviour. This doesn't seem to align with COO (at this stage, although I am hesitant to poke the bear) where they are expected to start a fresh with funding rules.

This isn't frequent but does occur. This change would result in a shortened handling time for the customer and our ONB team.
