Disagreed attendance filter

On the Children Attendance - Parent Verification report, it would be helpful to have a filter that shows only attendance that has been disagreed with so users don't have to scroll through mostly agreed attendance to find the disagreed attendance.

This is particularly important for providers with more than one licence and so "disagreed" attendance can be corrected before submitting ELI or funding. Until the issue with no longer receiving emails when parents have disagreed with attendance is fixed, we need a way to see the data.
